Why Are There Always Like 20 Guests?

It seems like every time I look at the
online users list there's like 20 guests, and there's usually 1 or 2 that are registering, and the rest are either "viewing forum list" or else viewing a thread from like two years ago. What's up with that? Is it a site bug? Or are there legitimately always random people looking at the site?
EDIT: OR IS IT SEBASTIAN'S MAGICAL ROBOT?????

In most cases, the stats generator doesn't actually have to look at the website unless new content is available. Getting new posts takes roughly 10 - 60 seconds. It runs at 12:30 am daily, and finishes at 12:35 am the same day.
With the entire website always stored in cache, only new data is read.

It could also be an actual user who isn't logged in. I was one just a minute ago.

It also could be search engine bots, which are quite common. Google has bots that crawl the web for results, as do all the other major engines.

I'm not logged in as user on my phone, and I check regularly everyday.
