Would it be possible for a user to host their own version of Troposphir at a custom URL?
If so, how would someone go about doing that?

So, we're already talking about this to SpiderBeanz on Discord but if someone in the future is looking at this and is wondering the same thing: Yes. It's very possible.
The Troposphir project is open source, and can be found on github at http://github.com/troposphir/troposphir, however, setting up the server isn't a "one-click" install by any means. It can be done, though. You can try setting it up yourself, but if you need any help just hop over on our Discord server (linked on the homepage) and ping one of the devs (@kroltan or @nacho usually works) and we'll try to help you out.
Setting up your own multiplayer server is also possible, but is even more involved and requires modifying the game's DLL and running an old, unsupported version of the Photon server. Again, if you're interested in this ping me over on the Discord.
Furthermore, I want to encourage anyone that's interested in contributing to the development of this revival project to do so. All our code is on our github and we're really in need of more debs to keep this thing going. Note that development is fully voluntary and done on our free time.

Hosting Custom Troposphir Server
No web hosting provider offers the free web hosting. And, free hosting is not good for the site because it has many server issues.
